H/A brings over 30 years experience in planning, design, contract negotiations, and construction management of many different types of facilities. Sheila F. Hooten, Col, USAF (Ret), AIA served 30 years in the Air National Guard and the United States Air Force working in the field of Civil Engineering, Contracting, and Finance. Prior to Active Duty, Ms. Hooten worked with R&A Architects and Page Southerland Page, in Houston, Texas, working on commercial facilities. Her experience while in the service, as a Base Civil Engineer, included designing and project management of facilities that included hangar construction and remodeling, construction of industrial shops, office facilities, supply warehouses, infra-structures to include water, electrical and telecommunications plants, roadway design and construction, design and construction of airfield taxiways, ramps, and barrier systems. She also designed and contracted the construction of over 12 Border Patrol Inspection Stations in South Texas and New Mexico for the Immigrations and Naturalization Service. Ms. Hooten also served as the Chief Contracting Officer for the Texas National Guard, awarding contracts throughout Texas in support of the mission of the National Guard, both Air and Army. Her tour of duty culminated as the United States Property and Fiscal Officer for Texas where she served as the active duty officer responsible for the property, finances and contracting for the Texas Army National Guard and its facilities, the three flying bases of the Texas Air National Guard, and numerous cooperative agreements to include the support and training of the Singapore Air Force.
Following retirement, Ms. Hooten worked as an Architectural Consultant traveling the world working on inspection services for the Department of Defense Education Activity reviewing Life Safety and Americanís With Disabilities Act compliance. She also designed facility improvements for the Headquarter Command Post for the Border Patrol in Del Rio, Texas. Ms. Hooten is a registered Architect and a registered Interior Designer in the state of Texas.
Projects designed by HOOTEN/ARCHITECTURE include numerous restaurants, residential homes, horse boarding facility, and interior remodeling of an industrial facility for the Border Patrol.
Current projects include a church addition (gymnasium with a commercial kitchen and a Fellowship Hall) and a new restaurant.
